The State of Illinois mandates that the city enforce the 2009 International Energy Conservation Code (IECC) for residential buildings, according to the city's website.  With the onset of these energy efficiency requirements, all window replacements, as an alteration to a building, require a permit in accordance with the IECC.

The permit allows the Building Department to perform a compliance assessment to verify fenestration thermal performance (heat transmission, air leakage) on the window being installed.
