D145 Cuts Bus Service for St. Damian Students
Following nearly 30 years of free busing for St. Damian School students, and one year of paid service, District 145 axed the service this year. Superintendent Allen Jebens spoke with Patch about the decision.
St. Damian students who live within District 145 boundaries are going to have to find their own ride to school this year, following the stoppage of bus service for those students by the District.
The cancellation comes after nearly 30 years of the District providing bus service for St. Damian students.
“We've been doing this for years at no cost, until last year was the first time,” said Allen Jebens, District 145 Superintendent. “We have to make sure we have enough funds to make sure we can take care of the children we're obligated to take care of.”

Last year, at a fee of $100 per student, 37 students from within the District rode the bus to St. Damian School, which is outside of the District's boundaries, Jebens said.
“If you have a private school outside your district, you are not obligated to provide that transportation,” Jebens said. “We've still done that for all these years, just trying to be good citizens. … So for all these years, we've done it.”
Jebens said that the stoppage comes on the heels of the State of Illinois cutting the district's transportation funding by approximately 50 percent.
He added that although the State never reimbursed the District for busing the students out of district—something the State would have done if the school itself was within the district boundaries—the cuts left the district no choice but to stop the service.
“We want to try and be good citizens, good community members,” Jebens said. “That was always our goal. We realize these are our neighbors. … It was very difficult for the board, for the administration to come to this type of decision.”
While parents last year paid a $100 fee for kids to ride the bus, Jebens said that if the district continued to operate the service, the fee could have risen even higher.
Jebens added that of the parents that have contacted the District, most have been understanding of the move.
“I'm sure there's people who are disappointed, but the parents we've spoken to have been understanding,” he said. “They've been disappointed, but they've been understanding. It's just a sign of the times now.”
For St. Damian Principal Colleen Domke, and the rest of the St. Damian staff and families, the move came as a complete shock.
"We found out at the same time as the parents," Domke said. "We got the letter right around the same time as the parents [in late June]"
Domke added that the move could cost the school a few students, that there is a potential alternative to the bus program. Domke said that the school offers a before and after school program for students whose parents are unable to drop off or pick up students at bell times.
Domkea said that the program costs $5 per hour and begins at 6:45 a.m. until the first bell and runs until 6 p.m. after school.
She added that while this isn't the perfect alternative, it is an option for families.

If you live in Oak Forest, check your tax bill. We all pay a significant tax to Arbor Park School District 145. If the school board is not going to provide bus service, then those families that live in Oak Forest but do not send their children to Arbor should be sent a rebate. Unfortunately, we all know that taxes are rarely ever decreased or rebated for any reason. I can't believe that the $100 charge was legal. We already pay taxes to the school district and students that live outside of walking distance were not charged extra. This was never an issue for me because my child went to Arbor but it seems unfair.

Well then since I have never had nor every will have children I should not have to pay any tax at all according to your logic. St. Damian is a private school that should never receive any tax funding which includes bus service. There is a reson for seperation of Church and State, if you want a free ride then pay taxes, if you don't pay taxes no free ride (I am speaking of the church not the students) Perhaps the chuch should hire bus service and take care of their obligation to get the students who pay them to school. It is certainly not our responsiblity to pay for this.

EMM is correct. It is a private school, funding for transportation should have always been out of the tuition parents pay for their children to go to that school and never from the government. I went to a private school grade school through high school and the tuition was high because the school had to take care of all funding for itself, including bus routes.

Does anyone else think Jeben's repeats himself or is this the way the article was written. It is nice to think they are being good neighbors, however there is no music, no inter mural sports and no after school activities for the students. They even cut the science fair! TO charge $100 for this service was as ineffective as to not charge at all. Do the other districts provide bus? Another example of inadequate administration in 145, oh, but they are good neighbors.

If the school is within the district boundaries, the district should provide transportation for the students to whatever school they attend. We all pay taxes to the school district which also covers this.
Outside the school district is a different subject. I wonder how much these families would have been willing to pay for the bus service if given the option. $100 is dirt cheap and I'm sure most, if not all, of the parents would have agreed to an increase.
I know in the 1980's, District 230 used to bus all Marist students to 115th & Harlem which is as close to Marist as D230 boundaries get. They would then board another bus from there to Marist which was paid by the parents. Maybe a similar arrangement could be made with the school district and St Damian parents.

I agree! These parents pay taxes to school district 145 but choose to send their children to a private school for whatever reason. They should still be entitled to the use of bus service. What the district receives in tax money from these families probably far outweighs the costs to provide bus service. This has nothing to do with religion at all! Also, $100 is dirt cheap now. What would the increase be next year and the year after that?

It is still up for debate if the administration is inadequate or not for other decisions they have made...but this one is a sound decision. St. Damian is not within the district boundaries, which means the district is NOT required to provide this service...hmmm, what district does St. Damian fall under? Have we looked into what this district has offered? But back to my original thought, with the STATE not holding up their end of the transportation budget, it doesn't matter how much we as citizens pay in taxes, there just isn't enough money to foot this bill. And shame on the author of this article/web page on trying to instigate whether this is "fair" or not...they aren't trying to be mean to anyone, their hands have been tied by the nature of how the STATE has been handling their business as of late.

Just because you choose to send your children to a Catholuc school does not mean you are no linger entitled to services that you pay for through your tax bill. This has nothing to do with separation of Church and state.
St Damian is within the D142 boundaries so the district is obligated to provide bus service to the residents of that district regardless of which school they attend.
When I went to Marist, D230 provided us with bus service all the way to Marist. We were charged for the portion of the service outside of D230 boundaries (about 4 miles). It was beneficial to D230 to earn revenue from each student in the bus for those 4 miles than it was to earn nothing to drop them off at Harlem.

I am in agreement with this decision. When my children were younger I CHOSE to send them to a childcare center in Oak Forest but out of the District 145. When my son was 3 with language delays he was accepted into the district's early childhood program. But as a full time working mom working out in western suburbs (starting before the school started) I was told that a bus would not pick him up from the daycare center I was sending him to because it was out of the district territory (still in Oak Forest though). So I was on my own to get him there if I wanted him to take advantage of this special service. And this is pretty much the same situation. Choosing to send your child to a school outside the districts territory. However, its a little disheartening to hear that the territory boundary was overlooked for 30 years buy could not be for my son in need of special services.

I'm pretty sure I understand school law includes expenses of picking up a special education student at private schools and transporting them to the local- in district public school for specific classess they may need. The expense falls on the local school district for this- they are in turn funded by state and local taxes, and student fees. That seems fair enough.
But for District 145 to incurr the additional unnecessary expense of transporting students out of distrist for 30 years is CRIMINAL.
Since they did not provide bus service to any other private school, in or out of district, I am sure there are legal issue with this as well.
Keep in mind, The Catholic Church pays NO Taxes.
